He might want to install an anti-spambot plug-in. The spambots can get around the CAPTCHA rather easily. Either that or go to admin activation of new accounts. If the spambots get too obnoxious, he might have no choice but to go to admin activation (in lieu of adding an anti-spambot plug-in).
As far as "promoting some members to watch over the forums while he's away"-- since, with this forum software (as is usually the case with most forum software), in order to delete accounts one must have access to the Admin Panel--it would be beyond ludicrous to think he would allow those kinds of permissions to someone (unless it is a person that he knows IRL and trusts completely).
